Felix Tinkov counsels clients on real estate matters and California Public Record Act requests.

Mr. Tinkov has successfully negotiated the sale and lease of private and public lands, often structuring deals in innovative ways to ensure success. He has assisted the Carlton Oaks Country Club and Suncoast Botanicals in restructuring their arrangements with the City of San Diego to better meet his clients’ needs.  He was also instrumental in generating the support necessary to transfer the Pacific View School from the Encinitas Union School District to the City of Encinitas.

Mr. Tinkov regularly advises clients on the California Environmental Quality Act, the California Subdivision Map Act, zoning, easements, conditional use permits, and all related development matters with a practical focus on efficiency of process and success.  He counsels thoughtful analysis of potential obstacles and coordination with neighboring property owners and public officials as vital elements of a successful project.

Mr. Tinkov often represents large groups of interested parties in their dealings with public agencies.  In the cities of San Diego and Poway, he has successfully represented amateur radio (HAM) enthusiasts in revising or counteracting restrictive regulations.  In San Diego County, he has represented the Ramona Valley Winery Association in instituting a winery ordinance permitting a no-permit, low-cost method for starting boutique wineries.

In the city of San Diego, Mr. Tinkov has resolved numerous alleged code enforcement violations, oftentimes without penalty.  His experience in guiding property owners comes from a firm understanding of the municipal code, and negotiations with the public agency.

In the city of Encinitas, Mr. Tinkov successfully argued for the re-interpretation of the Density Bonus Law, advocating for the sensible and practical development of affordable housing to meet the region’s needs.

As a strong proponent of open and transparent governance, he advises media outlets, including the Voice of San Diego, and private citizens on their rights in securing public information through the California Public Records Act.

Mr. Tinkov received his undergraduate degree from the Massachusetts Institute of Technology (MIT) in 1996 and a Masters degree from the University of California at San Diego (UCSD) in 2001.  Mr. Tinkov obtained his Juris Doctor degree from the University of San Diego (USD) School of Law in 2004 and joined the firm immediately thereafter.  He has managed the San Diego office since 2009 and became a partner in Lounsbery Ferguson Altona & Peak in 2012.

Mr. Tinkov is a member of the California Bar Association and the San Diego County Bar Association.
